THE OPPORTUNITY:

Reporting to the Director of Community Services, this role oversees development services, including planning, building inspection, subdivision, parks and facilities planning, bylaw services, and emergency preparedness.

YOUR DAY-TO-DAY:

  • Supervising, mentoring, and evaluating departmental staff, ensuring effective day-to-day operations and a healthy, safe work environment.
  • Providing direction on land use planning, sustainability, and community services, aligning with District bylaws and policies.
  • Liaising with staff, management, developers, and external agencies to coordinate and negotiate land use management, recreation, development agreements, and planning initiatives.
  • Processing and preparing land use applications, bylaws, studies, and reports, and overseeing development approvals and agreements.
  • Advising the Director of Community Services, CAO, and Council on operational, technical, and staffing matters, and presenting information as needed.
  • Managing the Department’s annual budgets, authorizing expenditures, and reporting on financial activities.
  • Developing and implementing departmental policies and procedures, and supporting records management.
  • Participating in the District’s Emergency Response Program and leading long-range planning and community facilities development.
  • Attending regional planning working groups and providing leadership for Council Committees as required.
  • Overseeing parks, public spaces, and community emergency preparedness efforts.
  • Performing other related duties as required.

REQUIRED QUALIFICATIONS:

  • Post-secondary education in land use planning or a related field. 
  • 5+ years’ experience in municipal planning, preferably in BC.
  • Preference for being a Member of the Canadian Institute of Planners (MCIP) and Registered Professional Planner (RPP) designation in BC.
  • Strong knowledge of planning law, municipal land use planning, local government policies, procedures, and legislation, including the Local Government Act and Community Charter.
  • Proven ability to handle multiple tasks, set and meet competing deadlines, and manage municipal budgets, financial practices, procurement, and project management.
  • Experience in public consultation, preparing and delivering clear public presentations, and resolving conflicts and differences while maintaining positive relationships.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite.
  • Ability to work independently, interpret policy directives, and lead and motivate diverse teams.
  • Understanding of confidentiality requirements and emergency preparedness related to land use planning.
  • Strong ability to effectively address the concerns of elected officials, taxpayers, and other stakeholders.

COMPENSATION:

  • $103,000 to $118,000 annually.
