Manager, Programs (Program Delivery & Operations)
Full-time, 2 year term (ending March 2028, with possibility of extension)

YOUR DAY-TO-DAY:
PMO Leadership & Program Excellence
- Improving and continuously enhancing program management practices by developing and refining processes, templates, reporting tools, and governance frameworks.
- Promoting consistent, practical approaches to program delivery while supporting the effective management of schedules, budgets, risks, dependencies, and performance outcomes.
- Providing portfolio-level visibility through meaningful reporting, dashboards, and performance metrics that support informed decision-making.
- Identifying operational challenges and implementing process improvements that strengthen program execution, efficiency, and organizational effectiveness.
Portfolio & Program Management
- Supporting the oversight and successful delivery of program portfolios, ensuring alignment with organizational objectives, funding agreements, and stakeholder priorities.
- Managing programs throughout the full lifecycle, including intake, evaluation, approval, execution, monitoring, reporting, and close-out.
- Coordinating activities across multiple programs and portfolios to drive consistency, collaboration, and effective governance.
Forecasting, Financial & Performance Management
- Developing and maintaining portfolio and program forecasts, including cash flow projections, funding commitments, resource planning, and scenario analysis.
- Creating and maintaining advanced Excel models, dashboards, and reporting tools to monitor financial performance, timelines, risks, and key performance indicators.
- Analyzing trends, identifying variances, and providing data-driven insights and recommendations to support strategic planning and executive decision-making.
Governance, Risk & Compliance
- Contributing to the development, implementation, and continuous improvement of program governance, controls, templates, and operating standards.
- Ensuring programs are adhering to governance frameworks, funding agreements, regulatory requirements, and internal policies.
- Proactively identifying, assessing, monitoring, and mitigating program risks, issues, and dependencies, while escalating concerns and recommending solutions as appropriate.
Stakeholder & Change Management
- Building and maintaining collaborative relationships with government, industry, funding partners, and internal stakeholders to support successful program outcomes.
- Facilitating governance meetings, working groups, and decision-making forums, driving alignment, accountability, and timely resolution of issues.
- Supporting change management initiatives by clearly communicating program priorities, decisions, expectations, and organizational impacts.
Continuous Improvement & Innovation
- Evaluating existing processes and recommending practical improvements to enhance program delivery, governance, reporting, and operational efficiency.
- Applying a structured, analytical, and solutions-focused approach to solving complex business challenges while adapting to evolving priorities.
- Contributing to the ongoing evolution and maturity of the organization’s program management capabilities by fostering a culture of continuous improvement and operational excellence.
REQUIRED QUALIFICATIONS:
- 4-7 years of experience in management consulting, program management, corporate strategy, or a similar role within complex, multi-stakeholder environments.
- Proven experience supporting governance frameworks, risk management, stakeholder engagement, and organizational change initiatives.
- Strong financial analysis and program forecasting capabilities, including advanced Excel skills (financial models, pivot tables, scenario analysis, and data analysis).
- Experience working within the public sector, innovation, infrastructure, energy, or natural resources organizations or programs is considered a strong asset.
- Demonstrated ability to establish processes, introduce structure, and drive results in fast-paced, evolving, or ambiguous environments.
- Analytical and strategic thinker with exceptional attention to detail and strong problem-solving abilities.
- Excellent written and verbal communication skills, with the ability to distill complex information into clear, practical recommendations.
- Builds credibility and collaborates effectively with senior leaders, executives, and cross-functional stakeholders.
- Exercises sound judgment by balancing structured approaches with flexibility to adapt to changing priorities and circumstances.
- Creative, resourceful, and proactive in identifying innovative solutions to complex or unconventional challenges.

COMPENSATION:
- $95,000 – $125,000/year
